Yonemi Kamon

Yonemi Kamon is the tertiary antagonist of the manga version of Battle Royale and, without a doubt, one of the most evil villains in all of Japanese culture. His counterpart in the written version is named Kinpatsu Sakamochi and the one in the live–action movie is Kitano.
Yonemi Kamon is a member of an insane government who every year holds a "program" in which they take a random class of high school students and force them to kill each other until only one survives. He is the administrator of that program.
He spends the story watching the horrific events of his program from a safe location, and laughs at the children when they die while making cruel jokes about them, which he announces to the remaining "contestants". The first thing he does when the students are put into the classroom, is tell everyone about the program, and kill a student (Yoshitoki Kuninobu), due to him retaliating because Kamon said he raped the orphanage caretaker, whom raised Yoshitoki.
At the end of the story, Shogo Kawada throws a pencil into Kamon's throat, killing him.
