Thomas Brian Reynolds is the main villain of the 1998 film Enemy of the State and is a corrupt NSA official. He was played by Jon Voight. He kills Congressman Philip Hammersley for opposing a bill that expands the survelliance powers of intelligence agencies while being unware of a video camera set up by wildlife researcher Daniel Zaviitz. He finds out about the footage and sends a team to find it. He also has an underground journalist killed. Edward Lyle calls Reynolds to tell him that he has the video of Hammersley's murder and asks to meet. Robert Dean tells the NSA that the video is in the hands of crime boss Paulie Pintero. Dean, Reyonds, and the NSA team go to Pintero's restaurant precipitating a gunflight that kills the mobsters, Reynolds and several members of his team.
