Nikolai Tartovsky aka Theodore "Ted" Winter is the main antagonist in the 2010 film Salt. He is portrayed by Liev Schreiber, who also portrayed Sabretooth in X-Men Origins: Wolverine.
Winter is a CIA operative who is secretly a sleeper agent, known as a "KA", involved in a conspiracy to destroy the United States of America. His position within the CIA allows him to gain the trust of everyone he works with, including his associate Natasha Chenkov aka Evelyn Salt (who is also part of the conspiracy), as well as the American President. However, after the President readies America's nuclear missiles in response to an upcoming nuclear attack from Russia (after the Russian President is believed to be killed), Winter kills the President's bodyguards and takes control of the missiles himself.
As he prepares to launch them at Mecca and Tehran to provoke millions of Muslims against America, Salt confronts him. Salt is in fact loyal to America but Winter reveals that he was responsible for blowing her cover and having her husband kidnapped. Salt is able to gain access to the President's suite and she and Winter fight, ending when Salt manages to prevent the nuclear launch before being captured by several armed guards.
Salt is handcuffed and led out of the building, passing Winter on a staircase on the way out. Winter pulls out a pair of scissors with the intention of killing her, but Salt quickly leaps off the staircase and strangles Winter to death with her handcuffs as she dangles over the edge of the banister.
