Is he only version of Doctor Doom that is pure evil?[]

Only the novel version of the movies counted and I'm not personally aware of another version counting but ultimately wouldn't say he's the most evil version. In the comics Doom has done some really vile stuff but generally portrayed with redeeming qualities and even at times is said his rule might in ways benefit humanity somewhat though it'd be very harsh.
