Not long ago someone on Earth had a passing thought, "All life is sacred and must therefor be protected."
~ Takeshi Hirokawa's most famous quote.

Takeshi Hirokawa is the one of the two main antagonists of the anime/manga series Parasyte. He is the Mayor of East Fukuyama City and the leader of a cabal of Parasites which counts Reiko Tamura and Gotou among its members. He is eventually revealed to actually be a human who sympathised with the Parasites, believing they were the key to taking humanity down a chain or two.

He is voiced by Yutaka Mizushima in the Japanese version of the anime and John Gremillion in the English version.

Hirokawa was a well kept man; he had short, brown hair that neatly combed back. He had an average height and build, and was always seen with a formal suit and tie.

Hirokawa was a level-headed man; his demeanor usually was calm and kept without expression, which made people mistake him as a parasite. He believed that humans are toxic, and greatly disapproved of how the human race treats the planet and all the other species around them. Being sympathetic with parasites, he truly believed they were the answer to cleansing the planet of humans and assumed them as trash.

The group attempts to accrue political power in order to set up safe houses where they can take their victims, killing and eating them in secret. Hirokawa gains election to the office of mayor in East Fukuyama City, a small town (by Japanese standards) of 500,000 people close to Shinichi's hometown. Hirokawa wins by running on a campaign centered around locally based environmentalism. Secretly, Hirokawa is a radical environmentalist who believes that the Parasites' purpose is to cull the human population, standing one step above them on the food chain. The police force kills Hirokawa and discovers that he was never a Parasite, but a human Parasite sympathizer.
