The Resource Development Administration (RDA) are the main antagonists of James Cameron's Avatar film franchise. It is one of Earth's largest and most powerful corporations during the 22nd century and has been involved in mass colonization efforts and harmful mining practices on Pandora, as well as oppressive tactics against the indigenous Na'vi.

History[]

Background[]

The RDA is a quasi-governmental organization which possesses a monopoly over all resources on Pandora and any other non-Earth location, a monopoly granted to the RDA by the Interplanetary Commerce Administration under the condition that the use of weapons of mass destruction of any kind be prohibited. The corporation established Hell's Gate on Pandora as it first colony and came into contact with the indigenous Na'vi. However, SecOps was known to clash with and use various oppressive tactics against the Omaticaya, a Na'vi clan that resided in the forests around Hell's Gate.

Activities on Pandora[]

Pandora, a moon in the Alpha Centauri system, was being mined by the RDA for a mineral called Unobtanium, a valuable super-conductor. The mining methods employed caused serious environmental damage, which angered the Pandora's native sentient race, the Na'vi, whose beliefs hold nature sacred. To protect RDA personnel and mining operations, the RDA possesses a large security force on Pandora, led by Colonel Miles Quaritch. The RDA also operates a scientific division on Pandora, including the renowned Avatar Program, led by Dr. Grace Augustine. The Avatar Program creates "Avatars" out of a mix of both Na'vi and Human DNA, which are often used for field work, due to the fact that they can breath Pandora's air.

The RDA makes their move[]

When scientist Tom Sully was killed in a robbery, the RDA recruited his twin brother Jake Sully, a paraplegic and former marine, to take his brother's place in the Avatar Program, because of the fact that they were genetically identical. Colonel Quaritch offered to cure Jake of his paralysis in exchange for him gathering information on the Na'vi and their home in an attempt to get the Na'vi to relocate as their Hometree was located on one of the richest Unobtanium deposits, but when Jake was discovered trying to prevent an RDA bulldozer from destroying a Na'vi sacred site, he forcibly halted Jake and Grace's link to their Avatars. Parker Selfridge, RDA's chief administrator on Pandora, only allowed them to relink in an attempt to get the Omaticaya to evacuate Hometree. Following Jake and Grace's failure to get them to evacuate, the RDA destroyed Hometree, killing many Omaticaya.

Final Battle and Defeat[]

After the destruction of Hometree, Jake and his allies escaped, and using his Avatar body, Jake tamed the great flying creature Toruk (one of the most sacred animals in Na'vi culture) and united many Na'vi tribes to drive the RDA off of the moon. Quaritch discovered this, and reinforced by new battalions of mercenaries, he ordered a full scale attack on the Tree of Souls, the most sacred Na'vi site in all of Pandora and the heart of its biological neural network. Destroying it would wreak great unrepairable damage to the moon's ecosystem. The intial battle went well for the corporation, with their advanced weapons and superior numbers, but the tide turned when Pandora's wildlife reinforced the Na'vi and drove the RDA back to their base. Quaritch was killed in a showdown against Jake, and Selfridge along with the rest of the RDA military and staff were banished from Pandora.

Return to Pandora[]

Fifteen years after the being banished from the moon, the RDA returned to Pandora, this time with an entire armada of ISV-ships, with a new goal of colonizing the moon in order to make it humanity's new home, as Earth is nearing total collapse. This new mission was led by General Frances Ardmore and Charles Stringer. Despite the best efforts of Jake Sully, the Omaticaya, and their human sympathizers, the RDA made it to the surface and retook Hell's Gate.

Though this was only the beginning of RDA's invasion: massive RDA-landing modules were brought down to the surface. With massive plasma engines these modules burn down the jungle of Pandora and all living beings in it within the radius of 20km, before deploying thousands to troops and employees to secure the area. The burned down land would become the site of Bridgehead, the new base of operation and future capital on Pandora.

Building Bridgehead[]

Using new technology, the RDA managed to do in one year more than in previous thirty. Bridgehead-city was quickly being built by spider-like robots, while massive 3D-printer could quickly produce all the weapons, vehicles and tools needed. In size Bridgehead was greater than anything before: having massive fleet of gunships, ground vehicles, mag-lev trains and emerging fleet for the Pandora oceans as well as plans to house over 2 million people as opposed to the meagre 3000 of Hell's Gate. This new city is overseen by the RDA’s new CON-DEV (Consolidated Development) wing.

The city was also surrounded by a large barren kill zone, that would protect the inhabitants from Pandora's hostile wildlife and the each from Eywa. During this time, the RDA also discovered a new precious resource: Amrita, a fluid found in glands at the base of the brain of the tulkun, whale-like creatures from Pandora's oceans. Amrita could stop human aging and quickly became the resource that funded the colonisation of the moon. The RDA started to invest in a new department called Cetacean Operations, or Cet Ops, which led by a man named Mick Scoresby and would go on ships and hunt the tulkun for the new resource.
