Hod Rumnt, better known as the High Prophet of Mercy, is a major antagonist in Halo 2. He was one of the three Prophet Hierarchs who led the Covenant Empire during the Ninth Age of Reclamation, (the others being the Prophet of Truth and the Prophet of Regret). Alongside his comrades, he knew the truth about humanity being the Forerunner's chosen successors and planned to wipe them out before the rest of the Covenant could discover the truth.

He was portrayed by the late Hamilton Camp.

Biography[]

Past[]

Mercy was originally a philologist and a councilor. He was present along with the Vice-Minister of Tranquility and Minister of Fortitude when the "Oracle" 032 Mendicant Bias revealed that humanity were in fact the true Reclaimers chosen by the Forerunners, making the religion they had dedicated their entire lives to false and the entire purpose of the Covenant a lie. The Philogist thus agreed with the Ministers to keep the secret from getting out, knowing that this revelation would trigger both the collapse of the Covenant and the overthrow of the Prophets.

The Philogist later became one of the three Prophet Hierarchs after the Vice-Minister of Tranquility blackmailed the previous three into resigning. The Philogist thus became the Prophet of Mercy and was the eldest of the three newly appointed Prophets. Mercy and his fellow Prophets would later have the Covenant go to war with humanity in order to keep the secret of the Reclaimers covered up.

Following the destruction of Halo Installation 04 at the hands of the demon John 117, the three Hierarchs launched a personal investigation into its destruction. In their search for answers, Mercy and the other Hierarchs presided over the trial of the renowned Sangheili Commander Thel 'Vadamee. The Supreme Commander of The Fleet of Particular Justice, Vadamee's fleet were responsible for both the Fall of Reach and the failed protection of Installation 04.

The Prophet of Mercy served as one of the chief investigators and interrogators. Plying the Sangheili with questions in order to discover why the ring had been destroyed, his anger was clear to everybody that heard him. For his part, Thel answered the Hierarchs questions truthfully, providing as much information as possible. Even so, the trial was a farce. Since the Halo Rings were the most sacred relics in the Covenants religion, Thel's fate was never in any doubt. Mercy watched on silently as Truth denounced Thel 'Vadamee as a failure, effectively stripping him of his name, title and rank before sentencing him to death. 'Vadamee was subsequently handed over to the Prophet of Truth's enforcer, the Brute Chieftain Tartus, who tortured Thel publicly and branded with the mark of shame.

Following this act however, Truth and Mercy interceded on 'Vadamee's behalf. Despite his monumental failure, the Sangheili was still a great warrior and therefore a powerful asset that was still of some use to the Hierarchs. As such, they had Thel brought to the Mausoleum of the Arbiter. There, after speaking in reverence about the warriors past (referring to events like the taming of the Hunters and the Grunt Rebellion) alongside the treachery of Sesa 'Refumee, Mercy and his younger counterpart offered the disgraced Sangheili a proposition. They would commute his execution by promoting him to the rank of Arbiter, the Blade of the Prophets. As Mercy pointed out, this was still a death sentence, albeit an indirect one. As the Arbiter, Thel would be answerable only to the Prophet's, who would send him on suicidal missions, where whether through death or success, Thel could redeem himself in the eyes of the Covenant.

Accepting the offer, Thel journeyed to the planet of Threshold to eliminate the traitor Sesa 'Refumee and his followers. Despite the Prophet's expectations, Thel survived and carried out his mission. More importantly, he recovered another sacred relic of the Forerunners, the Oracle/Monitor 343 Guilty Spark. With his mission successful, 'Vadamee was brought back to High Charity by Tartarus, before making their way to Installation 05 alongside Mercy.

Changing of the Guard and Betraying the Arbiter[]

Whilst en-route to Delta Halo, Truth and Mercy were contacted by their fellow hierarch, the Prophet of Regret. Having launched a preemptive strike on the human home world of Earth, Regret was forced to retreat to Installation 05 and was now begging his fellow prophets for both help and mercy. Graciously, Mercy interceded on Regret's behalf, managing to persuade Truth not to have Regret publicly shamed like 'Vadamee had been. Even so, the older Hierarch did not object when Truth ordered the withdraw Regret's relief force, leaving the youngest of the High Prophets to die at the hands of the Master Chief. This was swiftly followed by the changing of the guards, whereupon the Sangheili honor guards were replaced with Jiralhanae. Although this move angered the Sangheili, Mercy was completely dismissive and offered no objection.

Instead, he and Truth met with the Arbiter where, following some religious sentiment, they charged their elite warrior with another mission. Having interrogated the monitor 343 Guilty Spark, the two surviving hierarchs had come to learn about Halo's activation index or as they referred to it "the sacred icon". Thel was dispatched to the Library in order to retrieve this relic, which the Prophet's claimed would allow the Covenant to finally begin the Great Journey.

Doing as instructed, Thel journeyed to the surface. With the aid of Tartarus, some Covenant soldiers, Rtas 'Vadumee and his Special Operations elites, the Arbiter managed to breach the Library's perimeter shield, before fighting his way through an endless numbers of sentinels and Flood forms. Upon recovering the index from Sergeant Avery Johnson and Commander Miranda Keyes however, 'Vadamee was betrayed by Tartarus who, acting upon Truth and Mercy's instructions, "executed" the Arbiter.

The Great Schism and Death[]

When Tartarus returned to High Charity with the activation index, the Covenant at large celebrated. Truth and Mercy organised a public speech, which was broadcast throughout the space station. Truth proclaimed that the age old prophecy was finally about to be fulfilled and that nothing could stop the Covenant now. It was at that moment that John 117 appeared in the throne room, having been teleported there by the Gravemind. Thanks to the intervention of their bodyguards, Truth and Mercy were able to escape unharmed.

With everything in place, the two hierarchs decided to abandon High Charity and make their way to Earth. From there, they intended to access a hidden portal, which would take them to the Ark, the place where the Forerunners had activated the Halo installations simultaenously many eons ago. Once the galaxy had been purged, Mercy believed that he and Truth would rule over the Milky Way as its new Gods.

As the pair made their way through the city however, their previous actions came back to bite them big time. With the full backing of the Hierarchs, Tartarus and his Brute's began massacring the Elite's in order to remove them from their high standing positions. Angered, the Sangheili rebelled against their would be slaughters, refusing to go down without a fight. Surprisingly, despite Truth's pleas, many of the Grunts and Hunter's (whose species had previously experienced the wrath of the Elite's) joined the Sangheili in their rebellion. Thus, what was supposed to be a simple slaughter, quickly escalated into a full blown civil war, which unbeknownst to Mercy, would eventually lead to the collapse of the Empire he had once tried to defend.

Ignorant that he had just unwittingly sealed the Covenants doom, Mercy made his way towards a waiting phantom transport craft, accompanied by Truth and their honor guards. Shortly afterwards, Tartarus arrived, with a small group of Brute's and the human captives Miranda Keyes and Avery Jonson. As the humans were taken to a waiting phantom, Tartarus knelt reverently before the two hierarchs. Handing over the activation index, Truth charged the Jiralhanae with activating Installation 05, a mission that Tartarus assured his leaders he would not fail in.

At that moment however, a threat far more sinister than the approaching demon, the human resistance or the attacking Sangheili emerged. Unbeknownst to the Hierarchs, the Flood had taken control of the human vessel In Amber Clad, crashing it into the Covenant Holy City. Taking advantage of the civil war, the Gravemind's forces were now swarming across the city, infecting many of its inhabitants. Now, a small group of infection forms threatened to stop the Hierarchs plans before they could even begin.

Tartarus and the Honor Guards immediately leapt to their leaders defence, managing to kill the nearly all of the parasites, One infection form however, managed to bypass their defenses. Using Tartarus' weapon, the Fist of Rukt as a springboard, it made straight for Mercy. Fiddling with the buttons on his hover chair, the elderly Hierarch attempted in vain to either activate its in-built defenses or scramble out of the way. Neither worked and before he could react, Mercy was thrown from his chair. A second later, the parasites tentacles pierced his throat and the Flood creature began to infect him.

As Mercy tried in vain to fight the bug off, the ever loyal Tartarus moved to aid the Prophet Hierarch. Before the Brute could pull the infection form out however, the Prophet of Truth stopped him. Seizing this opportunity to take full control of the Covenant, Truth told his enforcer (and honor guards) to leave Mercy. Turning to his dying ally, Truth masked his treachery with Covenant propaganda, telling the older San'Shyuum that their sacred mission waited for nobody, not even him. As the Flood creatures infection started to become more noticeable, Truth turned his back on Mercy without a backwards glance. A moment later, the Jiralhanae acknowledged his command and headed towards their waiting ships, abandoning the dying Hierarch to his fate.

As Truth and the others departed, the Master Chief reached the platform. Making his way forwards, the Spartan found the still living Mercy in the grips of the infection form. Standing over the Hierarch, John asked the Prophet where Truth was heading. Perhaps desiring revenge for his abandonment, Mercy told the human that Truth was heading to Earth to finish what he and the others had started many years ago. Despite this treachery however, the dying Prophet held no love for humanity. Thus, in a display of utter contempt, he spitefully declared that this time, no human would be left behind i.e. alive.

These strangled words, would be the last thing Mercy ever said. Provoked by this statement, John 117 bent over the dying San Shyuum, grabbed onto the Flood infection form and ripped it violently from the Hierarchs neck. Having been partially infected, with his windpipe and spinal cord damaged, The Prophet of Mercy died instantly. He was the second Hierarch to perish at the hands of John 117 and the only one that arguably experienced a merciful death. His body was left behind to be consumed by the Flood.
