Kalifa is a villainess from the manga and anime series One Piece. She is one of the major antagonists of Water 7 Saga. Kalifa is first seen as a former Iceburg's secretary. She seemed to be a serious, businesslike woman with a hot temper. She is known for her trademark phrase "That's sexual harassment". She is loyal to Iceburg at first and is always seen walking around with him. She is also is a minor antagonist of One Piece Film Red. She was promoted to CP0 Sometime During the timeskip.
She is voiced by Naomi Shindō (who also voiced Domino and Victoria Cindry in the same series) in Japanese and Shelley Calene-Black in English.
Appearance[]
Kalifa is a thin, attractive woman with blue eyes and spectacles. She, like Kuro, frequently raises her spectacles. Her strawberry-blonde hair was shoulder-length when she initially infiltrated Water 7, and she grew it out throughout the years she remained there incognito. As a secretary, she kept it wrapped in a bun, but when she was discovered to be an assassin, she let it flow freely.
She wears little studded earrings and, like Nami, regularly wears dresses that expose her legs and cleavage; something Paulie, who is insulted by conventional women's apparel, frequently chastised her for while she was undercover. She wore a yellow long-sleeved jacket and high-heeled boots as Iceburg's secretary, but as an assassin, she donned a long-sleeved short black dress over a fishnet blouse and stockings, as well as black gloves and high heels.
Personality[]
While she was undercover as Iceburg's secretary, Kalifa was portrayed as a responsible and businesslike lady who was devoted to her employer. She accompanied Iceburg everywhere to remind him of his duties as mayor and attacked anybody who approached him without showing him the due respect. She is well-known for her catchphrase, "That's sexual harassment," which she frequently employs in wholly inappropriate circumstances, such when her name is only mentioned. The ease with which she anticipates Iceberg's requirements and with successfully she manages his demanding schedule demonstrate her exceptional intelligence. She is composed and makes an effort to control tumultuous circumstances, as she did when Paulie became alarmed by Nami's provocative attire.
Like most of her fellow agents, Kalifa look down on Spandam and regarding him to be weak due to his doriki to be level 9.
Kalifa's demeanor changed once her actual identity was revealed; she now likes embarrassing her supervisor, Spandam, by accusing him of pestering her once more, using her catchphrase. Despite giving off the idea that she was entirely professional and serious at first, she grew easily agitated throughout her fight with Nami, such as when she accurately identified her Devil Fruit. She is quite forgetful and self-conscious about it, mistaking Monster Chopper for Nami before rejecting it in the first place. Kalifa also became irritated whenever Nami chose to focus on Chopper instead of her.
Biography[]
Kalifa was born 27 years ago and is the daughter of Laskey. Like most Cipher Pol agents, she was raised as an assassin at a young age. At some time 5 years before the main storyline, Kalifa and other CP9 agents infiltrated Water 7, with Kaku and Rob Lucci acting as shipwrights for the Galley-La Company while Kalifa posed as Iceburg's secretary in order to obtain Pluton's blueprints while Blueno posing as a bartender in a nearby bar.
After she revealed her true identity as an agent of the CP9, Kalifa's personality becomes sly, crafty, designing, and manipulative, as she enjoys embarrassing her superior Spandam by accusing him of harassing her, again with her trademark phrase. Despite her initial impression of being completely serious and professional, she became easily flustered during her fight against Nami. She is not too bright, mistaking Monster Chopper for Nami. She also says that she doesn't need to make her skin smooth with her Devil Fruit power.
During the attack on the tower she fought against Sanji after he came to his senses (he was struck by her looks and they were drinking tea). Sanji almost won against Kalifa but withdrew since he would never strike a woman. She turned him into a soap doll and threw him down the stairs. Nami later arrived to confront her but she had set a bubble trap on the floor, draining Nami's power. Kafila sits in a bubble bath as she looks at the powerless Nami. When Kalifa finishes her bath she starts the fight. In the beginning, Nami cant even damage her, but then she uses hur Clima-Tact to make mirages of herself, and then strike with Thunder Charge. After some more fighting, she is defeated by Nami's Thunder Lance Tempo straight through her chest. Afterward, Nami rips Kalifa's outfit apart till she finds one of the keys to Robin's handcuffs.

Physical Abilities[]
With a Doriki of 630, Kalifa has a high degree of superhuman strength. She employs a kick-based fighting style when not using Rokushiki or Awa Awa no Mi techniques. She possesses formidable leg strength. Alongside Kaku, she could produce a cutting shockwave powerful enough to cut stone walls while using Rankyaku. She could even match Sanji's kicking power, and her attack speed is fast enough to leave residual images after striking. During the attack on Galley-La Headquarters, her fighting style was strongly intertwined with the use of her spiked whip, but she was not seen using this weapon after she ate the Awa Awa no Mi.
Rokushiki[]
Like the other CP9 members, Kalifa has mastered all six techniques of the Rokushiki style. Despite being the weakest member of CP9's assassins, with a Doriki of 630, she is still considered one of CP9's strongest assets.
Weapons[]
In Water 7, she showed great skill at using a spiked whip. She could bind Franky, a powerful cyborg, and stop a Sea Train from moving away.
Techniques[]
- Ibara Road (茨ロード Ibara Rōdo, literally meaning "Thorny Road"): Kalifa leaps in the air and thrusts her whip out to decimate a group of people.
Devil Fruit[]
Kalifa ate the Awa Awa no Mi, a Paramecia-type Devil Fruit which allows her to create and control soap bubbles. The bubbles that Kalifa creates are capable of cleaning anything, they can even "clean" the strength off of her opponents. Once an opponents strength has been "cleaned", they are almost completely unable to move. Their strength comes back once the bubbles are no longer on them though.
The bubbles can also be used to lather an opponents body, making them smooth, slippery and glistening. When her enemy is in this state, their legs are too slippery for them to walk or stand, and their hands are to slippery to hold anything. Naturally, the weakness of this power is that the bubbles and their effects can be nullified if they are washed off with water.
She can also condense the bubbles into a giant bar of "soap armor" to shield herself from attacks. This bar of soap is strong enough to withstand a bolt of lightning from Nami's Perfect Clima-Tact without taking any visible damage. However, she is unable to move while incased in the soap bar.
Haki[]
Kalifa possesses the ability to use Busoshoku and Kenbunshoku Haki.
