Joseph Cray is a corrupt senator of the United States and an antagonist in the series "Arrow". It initially seems that he has become hostage of terrorists but in reality is the mastermind behind the operation.
He is an enemy of the Suicide Squad which has initially been sent to save him.
In the series
Amanda Waller sends the Suicide Squad into the Republic of Kasnia to save Senator Cray who has been taken hostage by terrorists.
In Kasnia, Cray talks to the other hostages, telling them everything will be alright. The Suicide Squad enters the room and proceeds to kill the terrorists inside which seems to shock Cray. He tells the Squad that he hoped that no one would be coming for him, draws a gun and shoots at Carrie Cutter, who is saved by Deadshot. The Squad retreats, leaving Cray behind.
Over radio, Cray reveals to Diggle that he has hired the mercenaries to make the world believe that there was a real threat, only for him to seemingly save all the hostages and being praised as a hero. This was to help his poll numbers in his upcoming run to become president of the United States.
Cray tells Diggle that the presence of the Suide Squad has turned all the hostages into witnesses and that neither the hostages nor the Squad can live, but promises Diggle to nominate the Squad members for the Medal of Honor.
The Suicide Squad finds out that Cray's men have rigged the hospital with explosives to kill all the hostages and have Cray emerge as the sole survivor.
Together, the Squad storms the hostage room once again but they are quickly stopped when Cray threatens to blow up the entire building. When the Squad surrenders he realises that one of them is missing. The same moment, Deadshot snipes one of his guards from outside and in the resulting chaos the Squad begins taking out the mercenaries. The hostages and the Squad get out in time but Deadshot stays behind to provide cover. He is killed in the explosion.
Joseph Cray pays the hostages to keep silent and blames Deadshot for the hostage situation.
