The Gamemakers are the tertiary antagonists of The Hunger Games trilogy, and solely appeared in the first two books, The Hunger Games and Catching Fire. They are a group of people from the Capitol in charge of managing the Hunger Games every year.
Under the observation and management of the Capitol's president, they design, control, and oversee every last aspect of the Hunger Games down to the tiniest of details. In essence their job is to make the Games as frightening, bloody, and "entertaining" as possible. Success means rich rewards, failure puts the head Gammemaker's life on the line. As such, the Gamemakers spare no expense to make the Hunger Games a spectacle, and if they ever feel that the Games are becoming boring, they will unleash all manner of new threats on the hapless tributes for them to overcome, ranging from beasts to forest fires to even tsunamis. They have even been known to go out of their way to have killed tributes they do not like.
- Seneca Crane - The head Gamemaker for the 72nd, 73rd and 74th Hunger Games. He allowed both Katniss and Peeta to become victors of the 74th Games. However, when he lost control over the situation, President Coriolanus Snow ruthlessly executes him.
- Lucia - A female Gamemaker for the 74th Hunger Games. She created the wolf mutts to kill one of the last living tributes, Katniss, Peeta and Cato.
- Plutarch Heavensbee - The head Gamemaker for the 75th Hunger Games. He is actually a leader of the second rebellion against the Capitol, and hid weapons for rebels in the Cornucopia in the arena.
- Oddly enough, the Gamemakers seem to have a preference for food and drink, as they are almost always depicted as drunk and gorging themselves whenever they are physically present.
