The Cult of the Red Banner are a fusion of a street-gang and a destructive cult, with a stereotypical Far Eastern theme which they embrace quite openly - though unlike many martial artists they do not follow what most would consider an honorable existence (though they see themselves as honorable, due to a warped sense of reality).
Followers of the Death Dragon, these Cult members use deadly martial arts and Far Eastern mysticism to terrorize residents of the Chinatown district in Millennium City's Westside.

The Cult of the Red Banner is based in China, and are devoted to the Dragon. An entity that is the representative of humanity's evil and exists in our unconscious collective. It's a 400 mile long dragon-like monster which was bound to the astral plane thousands of years ago by mages and has been trying to get back to the physical plane since. The Cult of the Red Banner is the most powerful of the sects and cults on Earth attempting to bring about it's return.
A red flag with a Chinese logogram for the Dragon, is the symbol of the Cult of the Red Banner. Members are trained in martial arts and are often mystically enhanced, and the priests use magic. The organization has its own superhumans. They practice human sacrifice, black magic, and the summoning of the demonic minions of the Dragon.
Until they can release the Dragon, the Cult of the Red Banner is focusing on taking over China, and then conquering the rest of the world. They have infiltrated both the legitimate world (e.g. businesses) and the criminal underworld.

Death Dragon (Champions Online).
The Death Dragon is a villain who appears in Champions Online for a brief period of time as one of the final antagonists faced in the Westside story arc - a powerful dragon held in great regard by the Cult of the Red Banner, the Death Dragon would become the enforcer of Hi Pan and the tool by which the Clan Lord hoped to conquer Westside once and for all.
As a show of strength, Hi Pan ordered the Death Dragon to slay the villains he has assembled at the temple and had their minions bow before him- yet the Death Dragon did not protect Hi Pan against superhero intervention and soon, the heroes of Millennium City defeated both the Death Dragon and Hi Pan in order to stop their plans for conquest.
