The Noxious Offender is one of the many outrageous villains found in the legendary Toxic Avenger series, which has grown a cult following as one of the most controversial comedy-horrors - which pokes fun of many genres with its ultra-violent content and adult comedy as well as many gross-out jokes and exploitation themes. The Noxious Offender is an evil version of the "heroic" Toxic Avenger (who himself is a mass murdering maniac - albeit one who fights for good) - unlike "Toxie" the Noxious Offender does not hold back for anyone or anything and revels in destruction. Throughout the film the Noxious Offender kills and maims in horrific yet over-the-top ways - unleashing a reign of terror upon the town.
