Congressman Monroe James is a corrupt politician who is a villain in the Black Dynamite. Monroe James is a politician who promises his fellow citizens to improve the community but is really trying earn profit by selling drugs in the streets. After Black Dynamite's brother Jimmy died undercover, Black Dynamite tries to break up the drug ring and bring them to justice. Dynamite later steals Monroe Jame's drug dealing records after killing Rafelli.
