Chuck and Fifi are minor villains from the first Earthworm Jim video game.
Chuck is the owner of New Junk City, a place full of garbage and battered vehicles. He hates outsiders, and attacks anyone who enters his junkyard. Few managed to leave the place alive, but not without losing some body parts. His only companion is Fifi, a psychotic rabid female poodle-bulldog infested with fleas who has sharp fangs and can viciously bite everyone. This also applies with Billy the Bin, a mechanical monster made of tires, a head lamp and a metal trash bin, who serves as Chuck's creation and bodyguard. Earthworm Jim was forced to get across the big junkyard and fight the trio, but ended victorious in the end.

- Unlike other villains, they are not featured in the sequel of the first Earthworm Jim video game. They do not feature in the Earthworm Jim television series or the Earthworm Jim toy line, in spite of having figurines.
