General Manuel Antonio Noriega Moreno, better known as Manuel Noriega, is a major antagonist in the 2012 video game Call of Duty: Black Ops II.

He was the former Commander of the Panamanian Defense Forces, and the de facto military governor of Panama from 1983 to 1989. He assisted the Central Intelligence Agency in capturing Raul Menendez, but betrayed them and let Menendez escape, and later assisted him in getting his revenge on Frank Woods, Alex Mason, and Jason Hudson.

He was voiced by Benito Martinez, who also voiced Khamsin in Metal Gear Rising: Revengeance, Julian Dawes in Battlefield: Hardline, and played Edgar in Supernatural.

History[]

Black Ops II[]

Manuel Antonio Noriega Moreno was born February 11th, 1934, in Panama City, and later became the military president of Panama. Noriega used the Panamanian Defense Forces as own private police force, and later learned that Raul Menendez was in Nicaragua. Noriega offered Menendez up and made a deal with the CIA, and the White House cut him a check of millions to help them capture Menendez. In 1986, he aids the CIA in capturing Raul Menendez by sending the PDF to his cartel's plantation in Nicaragua. The PDF capture him, but Noriega later betrays his own men by helping Menendez, telling the latter to call it a "favor". Despite saving his life, Menendez assaults Noriega, but stops so he could try to save his sister Josefina. CIA agent Jason Hudson realized that Noriega betrayed them, and Menendez failed to save his sister as Frank Woods killed her with a grenade intended for him.

After the events in Nicaragua, Noriega and Menendez decided to work together to get revenge on Woods, Hudson and Alex Mason, but the CIA found evidence that they were working together. This was the last straw for the CIA, and President George H.W. Bush to capture Noriega during Operation Just Cause. During his time, Noriega created the Batallón Dignidad, his personal militia that was formed by civilians and drug addicts to protect him.

Operation Just Cause[]

He is the objective of Operation Just Cause, the United States invasion of Panama. Alex Mason and Frank Woods are sent to look for him in the outskirts of the Panama City. He is captured, but Jason Hudson later informs that he is an HVI and must be taken safely to a US Army checkpoint for a 'prisoner exchange'. He later takes advantage of his captivity and throws Woods under the bus by capturing Alex Mason and placing a bag over his head so Woods would mistake him for Menendez.

Noriega is last seen when Woods shoots Mason and finds out about the whole trick and attempts to shoot and kill Noriega only to get shot in the legs by Menendez. It's assumed that Noriega left the area for protection but was still kicked from presidency due to his corruption and his reputation being destroyed.

Personality[]

Noriega shows himself to be coward, as he attempts to escape from Mason and Woods numerous times during the U.S. invasion of Panama. He also has a strong tendency towards killing his own men, as a way of getting rid of "witnesses" despite their loyalty towards him.

  • In 2014, the real-life Manuel Noriega sued Activision over the use of his likeness and portraying him as a villain, but it was dismissed in October of that year.
  • He is similar to Fidel Castro from Call of Duty: Black Ops:
    • Both are based on real life people.
    • Both were de facto leaders of a country.
    • Both were allies to the main antagonist (Nikita Dragovich to Castro, and Raul Menendez to Noriega).
