~ Commander Romulus Thread.

Commander Romulus Thread is a minor antagonist from Catching Fire, the second book of The Hunger Games trilogy, as well as in the movie with the same name. He is the brutal and sadistic Head Peacekeeper of District 12.

He was portrayed by Patrick St. Esprit in the film.

Biography[]

Romulus Thread's early life is mostly unknown. However, he was most likely born and raised in District 2, where most Peacekeepers are recruited and trained, and was in his late 40s-early 50s by the time of his appearance in Catching Fire.

Following the controversial victory of Katniss Everdeen and Peeta Mellark in the 74th Hunger Games (where they threatened a double suicide to force the Capitol to allow the double victory), unrest began to grow in various districts. In response, the Capitol, under the leadership of President Coriolanus Snow, begins cracking down on the districts and tightening their grip.

As the Capitol traditionally viewed District 12 as a minimal threat, the Peacekeepers stationed in that district were much more lenient than those in larger districts such as 11. Under the leadership of Cray, Thread's predecessor, public executions and whippings were a rare occurrence, and the Peacekeepers neglected to enforce many of the Capitol's harsh laws, including prohibition on hunting, gathering, and black market trade. In fact, the Peacekeepers (especially Head Peacekeeper Cray himself) were some of their best customers when it came to wild game.

In response to the unrest created by the controversial victory of Katniss Everdeen and Peeta Mellark, the Capitol tightened its grip on the districts. The exact nature of Cray's disappearance is never specified in the novel. However, in the film, he was immediately arrested and blindfolded, suggesting that he met a bad end, most likely executed on the orders of President Snow for his leniency and laziness.

Upon arrival, Thread begins cracking down on District 12, strictly enforcing the harsh laws of the Capitol. He ordered the Hob (the black market) to be incinerated. When Gale Hawthorne visits Cray's house to sell him a wild turkey he poached, Thread immediately arrested him and took him to the District Square, where he was whipped at least 40 times before falling unconscious. Thread proves to be an extremely unstable, unpredictable, explosive individual, showing utterly no mercy to the citizens of the districts.

Darius, another Peacekeeper, tries to intervene after 20 lashes by grabbing Thread's arm, only to be struck in the head by Thread, knocking him unconscious. Following this, Katniss steps in front of Thread, only to be lashed across the face, before Thread pulls a gun on her. Eventually, Haymitch Abernathy as well as other peacekeepers in District 12 convince Thread to stop the whipping. He relents, but warns that for the next offense, the punishment would be death by firing squad.

Thread suspected that Katniss and Gale illegally hunted animals in the woods around the District 12. After Katniss leaves into the woods, he electrifies the fences around the District, trapping her inside. When she manages to return home surprisingly, she find Peacekeepers sent by Thread to inform her that the fence will now be electrified 24/7.

It is unknown what happens to Thread after the 75th Hunger Games. Following the 3rd Quarter Quell, the Capitol firebombed District 12, and just prior to the bombing, they ordered the evacuation of all Peacekeepers. Thread is never seen at anytime in Mockingjay. He is most likely either killed during the Second Rebellion or arrested, tried, and executed by the rebels after the war.
