Cloak and Dagger are the tertiary antagonists in the Little Mermaid II: Return to the Sea. They are red-eyed manta rays who are Morgana's pets, minions, and henchmen.
Cloak and Dagger appear at the celebration of baby Melody's party. Morgana rides on them on her tentacles to there. Cloak, Dagger, Morgana, and Undertow, now turned from shark to fish for trying to eat Melody, leave. Morgana swears revenge. Cloak and Dagger appear, snicker at Undertow's look after accidentally being turned into a sea snail by Morgana and then turned into a mini-fish again. Cloak, Dagger, and Undertow the shark take Melody to Morgana's hideout as part of Morgana's scheme. Morgana turns Melody into a mermaid and later tricks Melody into getting the trident for her and giving it to her. Melody is imprisoned. Cloak and Dagger are commanded with motions by Morgana to drown Prince Eric by taking him to Melody's icy prison. However, Sebastian takes them both off of Prince Eric and Ariel is free and takes Prince Eric to shore while Tip and Dash save Melody, now human, from drowning. Sebastian, Cloak, and Dagger are fighting. Sebastian wins by tying them both to an icicle of Morgana's lair.
They appear in the special edition version of The Little Mermaid II: Return to the Sea. They were dancing when Morgana and Undertow were singing.
- They share similarities with Flotsam and Jetsam from Disney's 28th full-length animated feature film, The Little Mermaid.
- Both are minions and pets of sea witches, Ursula and Morgana.
- Unlike Flotsam and Jetsam, Cloak and Dagger do not speak (they snicker, groan, and scream).
- Despite being Morgana's minions, they aren't the secondary villains, Undertow is.
