Incriminators, or Framers, are villains who commit crimes and frame others for it. They even plan the framing carefully and have the evidence falsified. Some frame others by disguising themselves as them or are evil twins or clones. Sometimes, there are not even any crimes at all and the incriminators lie so someone else gets in trouble. They delight in using pawns to get information so they will be discovered as frauds and betrayed later on. Generally, they frame the hero or one of the the hero's friends. However, in crime stories, they will often frame someone else, leading to the hero having to clear that person's name.

Examples include Scar, Makuta Teridax, Dawn Bellwether, Vladimir Makarov, and Dr. Charles Nichols.
